This feature allows developers to check that their application is being developed on the system to see if the application is working properly.
If you are still using a Windows 8x device to develop or test applications with Visual Studio 2013 or Visual Studio 2015, you still need to have a Developer License or a license for your Windows Phone device.
2. Activate Developer Mode on Windows 10
2.1. Activate Developer Mode on Windows 10
To enable Developer Mode on Windows 10, follow the steps below:
First open the Settings application, then click Update & Security . Next click For developers in the left pane. Then click on Developer mode .
At this time, a window will appear asking you to confirm whether you want to enable Developer Mode? Click Yes to activate Developer Mode.
2.2. Use Group Policy Editor to enable Developer Mode
First open the Group Policy Editor, then navigate to the following link:
Local Computer Policy> Computer Configuration> Administrative Templates> Windows Components> App Package Deployment
Your next task is to activate the following options:
1. Allow all trusted apps to install

If you want to check if Developer Mode is enabled, run PowerShell in Admin mode, then enter the following command line and press Enter:
show-windowsdeveloperlicenseregistration
You will now see a confirmation dialog - This device is already in developer mode displayed on the screen.
