Cannot activate iPad after iOS 9.3 upgrade. This is how to fix it
During an upgrade to iOS 9.3, many iPad 2 users are reflecting that their device after updating to iOS 9.3 is having trouble activating it inside. By this time Apple still has no feedback on this issue.
Apple officially released iOS 9.3 on Monday 21 March 2016. IOS followers were able to upgrade the operating system to iOS 9.3 to experience some new features.
However, during an upgrade to iOS 9.3, many iPad 2 users are reflecting that their device after updating to iOS 9.3 is having trouble activating it inside. By this time Apple still has no feedback on this issue.
The only way to fix the error at this point is to restore the firmware, download the firmware, then restore or click restore directly from iTunes. In the following article, Network Administrator will guide you to restore the firmware by clicking restore directly from iTunes.
Note:
Data backup should be performed before taking the following steps because the restore will cause the data to be completely lost.
This way tie your iPad in DFU mode and then restore it to iOS 9.3 again.
Step 1:
Download the official iOS 9.3 Final for iPhone and iPad to your device.

Step 2:
Next, connect your iPad to the computer and launch iTunes.
Step 3:
Press and hold the power button and the Home button simultaneously for about 10 seconds.
Step 4:
After 10 seconds, release your hand from the power button and continue holding the Home button until iTunes confirms your iPad in Recovery mode.
Step 5:
Click the Restore button on iTunes then select the iOS 9.3 file that you downloaded in step 1 and wait for iTunes to complete the restore process.
So you have completed the iOS 9.3 upgrade process on your iPad.
