How to prevent Windows 10 from reopening folders and applications
On Windows 10 there is a feature that automatically reopens the folder, or previous working application. But this feature is not always suitable for use.
To help users reopen previous tasks on Windows 10, we can use the Timeline feature, or Pick up where I left off of Cortana on Windows 10 Fall Creators. Especially with the Pick up where I left off feature, you can reopen folders, applications during the last working session, before turning off the computer or restarting the computer.
However, this feature is not always suitable for use on computers, especially mid-range computers. Or you don't want to reopen all previous sessions, you can reset the system to turn it off.

A new dialog box appears, click View then find Restore Restore previous folder windows at logon and select to use. So every time you restart the system, the previously opened folder will be displayed. In case you close any folder and restart or turn off the computer, the folder will not restart.
Re-opening the application, the software in the previous session on Windows 10 will cause a slowdown, adding actions to turn off the application. If you just want to restart the folder, you can customize it in Windows Explorer.
