Talking to The Wall Street Journal , Apple CEO, Tim Cook said the company has embarked on this new upgrade. Accordingly, the new system will allow users to change the pass immediately to take control of the iCloud account, or notify the Apple fast response team ( cut, originally Apple security team ) to get the help.

In addition, the new iCloud version ( released later this month ) is used on mobile devices, with 2-layer security, which will partly limit the illegal or unintended access to the iCloud account.
