1. Change the Layer property to Background

As the sample below, we have a Layer 1 sample and the following we will convert to Layer Background.

To turn into a Background layer, you need to go to Layer (1) => New (2) => Background from Layer (3) .

After doing the above step, Layer 1 has become the background layer as shown below.

2. Switch Layer to Background by merging Layer

Step 1: You hold down the Ctrl key and click on the two layer to select both layers as shown below.

Step 2: Right-click between the two layers and choose Merge Layers .

Once you've merged, your layer has been converted to a background layer.
