This feature was discovered and posted on Twitter by user Rafael Rivera.

This feature is in Windows 10 Build 17650, which is still in the early stages so most Windows 10 users will not see it, unless you choose Skip Ahead in Fast Ring. In addition, you can use Mach2 software on GitHub to activate this feature soon with the mach2 command 10397285.

Dark color themes appear more and more when popular applications offer this option. Previously, setting theme will work on the operating system, including Windows 10 interface and UWP applications. This is probably the first time this option is available on Win32 applications such as File Explorer.
