The regulator requires all games to be licensed to be released in Vietnam. Foreign businesses have two ways to apply for game licenses in the Vietnamese market.

  1. One is to cooperate with a Vietnamese enterprise, and this enterprise must own, manage the database of game players, must have at least one server system in Vietnam. Vietnamese enterprises are units that apply for licenses according to regulations.
  2. Secondly, establish a business or set up a representative office to operate in accordance with Vietnamese law.

Vietnamese businesses must cooperate really, not be allowed to collect money from domestic players and transfer money to partners. Businesses that apply for a license to provide game services but are actually just a game distribution agent for foreign businesses will be dealt with.

For games that have been previously released without a license, the management agency requires businesses to remove the game from the app store or website in Vietnam and apply for a license. After the completed evaluation process is released again.

Regulatory authorities also make recommendations for game businesses operating in Vietnam to comply with Vietnam's Network Security Law, effective from January 1, 2019. When updating and upgrading game features and content, businesses need to notify changes to management agencies.
