1. Open Task Manager : either directly by pressing Ctrl + Shift + Esc or by pressing Ctrl + Alt + Del and then open Task Manager .
Another way to do this is to right click on the Taskbar and select Task Manager .
2. Click the Processes tab .
3 . Find the explorer.exe process and click End Process .
4. To reopen it, click File> New Task (or open Run) , type explorer.exe and then click OK .
What's new in Windows 8 is that the new Task Manager interface is more intuitive, realistic, and has more functions. Attached to it is an easier way to restart Windows Explorer.

So when Windows Explorer is ignored - Not Responding. No response, instead of waiting, or restarting. You just need to restart Windows Explorer.
