New Windows 11 problem: Self-created hundreds, thousands of empty folders

Many users report that Windows 11 is creating hundreds to thousands of empty folders on its own in the System32 folder. It seems that Windows 11 has inherited this problem from Windows 10.

These empty directories are supposed to be created by the Provisioning Package Runtime Processing tool. The file name of this tool is ProvenTool.exe. According to technology experts, users can delete empty folders with the name tw-1ff8-1c4-19xxxx.tmp without any problems.

In fact, this is not a new problem. Windows 10 had a similar problem in 2019.
