This account deletion policy has been added by Microsoft to the "Service Agreement" section of Outlook. Accordingly, Microsoft requires users within 270 days to log into their account at least once. Otherwise, the account will be canceled and the data will also be deleted.
In addition, 360-day deleted accounts will allow any new user to re-register. This information is not mentioned in the Service Agreement, but it is broadcast on some Microsoft forums.
