First, to draw the crying eyes, you need to draw the entire anime character's head first. You can refer to the tutorial on drawing Anime characters' heads and faces right at this website.

Draw anime/manga eyes on face

The placement of the anime eyes on the head can vary, depending on the style. A good way to place the anime eye on the head is to draw the overall shape of the head, and then draw a horizontal line directly through its center. Draw the eye directly below this line.

The eyes should be far enough apart that you can place a third set of eyes in the middle.

When drawing an anime/manga character that is starting to cry, draw narrowed eyes. Draw lower lids/eyelids curved inward and slightly drooping to the outside of the eye. Draw the upper lids/eyelids less curved than usual and also slightly lowered towards the outside of the eyes. Draw the eyebrows in a slightly upside down curve with the inner part of the eyebrow raised and the outer part down.

 

Finally draw small tears in the lacrimal gland towards the inside of the eye.

Use the same directions as the previous example but draw tears that cover the entire lower part of each eye. Make their outline shapes stick out from the edges of the lower eyelid. Like they're about to spill out.

Again, use the same directions as in the first example but draw the eyes slightly narrowed and draw the eyebrows slightly closer together.

Draw tears flowing from the outside of the eyes down to the cheeks (traditional anime style). Be sure to draw the tear line in a slight curve as they will 'hug' to the shape of the face. Draw some more tears coming from the inside of the eyes but don't draw them down (to make the image look more natural).

For the eyes with the tears flowing, draw them fully closed in an upside down curve (you're actually just drawing the eyelashes). Draw the lower eyebrows even closer together than in the previous examples. You can also draw a few wrinkles to emphasize that the eyebrows are really pressed together.

Draw the tears in the same pattern as the previous example but draw deeper down the face. You can also add a few drops of tears that fall near your chin (the tears will roll down your face and gather at the bottom).
