Step 1 : Open File Explorer. Next, click File and select Options or Change folder and search options to open the Folder Options window.
Step 2 : On the Folder Options window, access the General tab , under Click items as follows, select Single-click to open an item .
Next you will see 2 more options below the Single click to open an item option :

Your task is to choose one of these two options.
If you choose the first option, File Explorer will add an underline under each file name. If you choose the second option ( Underline icon titles only when I point at them ) it will only underline the file name when the mouse pointer is hovering over the file. Finally click Apply to complete the process.
