Right-click on an empty space on your computer and select New > Shortcut .

Display the new interface at Type the location of the item you enter devmgmt.msc then click Next below.
Now you need to enter a name for this shortcut and then click Finish below.
As a result you should see the device manager shortcut on your computer screen.
Step 3:
You can also pin the device manager shortcut to the taskbar. Right-click on the shortcut and select the Pin to taskbar option to pin it to the Taskbar.
You can then quickly access the device manager from the Taskbar, or via a desktop shortcut.
