Your Phone uses WiFi connection but the system does not retrieve data and store it on Microsoft servers. When disconnected, there will be no data other than what is stored on the PC's cache. Therefore, Microsoft also complies with the EU GPDR data protection regulations.
There is currently no support for listening to phone calls on a computer, but Microsoft is also looking for ways to support this on Windows 10. Receiving calls via phone and microphone speakers is obvious but with one system. then there will be more complicated factors. Whether or not Your Phone has received a call will no longer have to wait and see, but the top priority will still depend on user needs.
When you can manage and create SMS easily, you will guess that Microsoft can quit Skype SMS Relay, but no.
SMS of Your Phone and Skype's Skype (if available on Android) will exist independently. Skype sends messages to Microsoft's cloud, which will sometimes cause security concerns. Sending messages with Your Phone is more temporary.

In a few weeks Windows Insiders will have a complete version of Your Phone, according to the release schedule on the Fast Ring of Windows 10 Redstone 5.
For all Windows PCs it will be difficult to say exactly because there is no official release date.
