Here is an article showing how to get HM which allows you to cut down trees blocking the path. You can get HM in the FireRed and LeafGreen versions of the Pokémon games.
Leaving Cerulean City (Cerulean City)
Meet the prerequisites. You received the "Cut" HM move from the captain of the SSanne ship in Vermilion City, so the first thing to do is go to Cerulean City.
Go straight to Nugget Bridge. This is the bridge near above Cerulean City.
Defeat five trainers and their leader. Before crossing the bridge, you need to defeat the five trainers here, and continue to defeat their leader.
Get permission to cross the bridge safely. After defeating all six enemies, you can cross the bridge.
If you have a recovery potion, make sure your pokemon is restored before continuing.
Through Nugget Bridge. You will be taken to northern Cerulean City.
Get your boarding pass on the SS Anne
Go north to the end of the map. When you can't go anymore, you can take the next step.
Go east. Turn right and keep going until you're stopped by the trainer.
Fight every trainer that appears on your way to the big house. You need to defeat a few trainers on your way to the biggest house in the city.
Enter the house. When you get to the biggest house in town, go inside. You will see a pokemon in the middle of the room.
Talk to pokemon in the house. Here's how to give yourself access to a computer in the corner of your home.
Use the computer. Stand in front of the computer, click on it, and wait for the pokemon to turn into a human.
You need to click a computer selection for this event to occur.
Receive SS Anne pass (SS Anne boarding pass). After the pokemon transforms into a person named Bill, he will give you a boarding pass to the SS Anne in Vermilion City.
Unlock Vermilion City
Return to Cerulean City. From the big house, you will go west, then south to cross Nugget Bridge. This will take you back to Cerulean City.
Pass Misty's gym. Go to Misty's underwater gym and fight her. Once you complete the mission, Vermilion City will be unlocked.
Because Misty's gym is in a water environment, you are advised to use Grass or Electric type pokemon.
Go to the house with the police in front. This is the house east of Misty's gym. You will see that there is no one in front of the house now.
Go to the Underground Tunnel entrance. Go straight past the house, then head southeast until you reach the Underground Tunnel house.
Go through the tunnel. Just go straight into the house. You are immediately merged with the other side and transported to Vermilion City.
Take the move "Cut" HM
Go straight to the boarding entrance. This is the southernmost area of Vermilion City. You will be blocked by security when trying to go through the boarding entrance.
Show your boarding pass to the guard. Press A to do this. The guard will let you board the train immediately.
Defeat all your trainers and opponents. Get on the train and just keep going, fighting anyone who appears in your path. You will meet your opponent here; After defeating him, you can continue looking for the captain.
Find the captain. Go up the stairs behind the opponent to enter the captain's area. You'll find him next to the crate.
Pat the captain on the back. Go to the captain and press A to do this.
Receive the move "Cut" HM. After being patted on the back, the captain will give you the "Cut" HM move. Now you can use it with your favorite pokemon.
Apply the move "Cut" HM to pokemon. When you allow one of your pokemon to learn the move "Cut" HM, you can cut down trees blocking the path around the world by selecting the pokemon and using it on the tree.
