In the left pane, find the "legalnoticecaption" value, then right-click on that value and select Modify to open the Edit String window.

In the Edit String window, enter the message title in the Value data box and then click OK to save the changes.

Next, find the "legalnoticetext" value and right-click on that value, choose Modify .

On the Edit String window, enter the message title in the Value Data box, then click OK to save the changes.

After completing the steps, now on the screen you will see the Windows Registry as shown below:

Finally restart your computer to check the results.

2. Use Windows Local Security Policy Editor

If you are using a Windows Pro version, you can add a notification on the Login screen using Local Policy Editor.

First on the Start Menu, find and open Administrative tools .

After the Administrative tools window opens, double-click the Local Security Policy shortcut.

Alternatively, you can access Local Security Policy from the Group Policy Editor by opening the Group Policy Editor then navigating to the path: Computer Configuration -> Windows Settings -> Security Settings .

In the Local Security Policy window, navigate to Local Policies => Security Policies .

Here, find the "Interactive logon: Message title for users trying to log on" option and then double-click on that option.

At this time a dialog box appears, in this dialog box enter the message / message header in the frame, then click OK to save the changes.
