Start playing the Time Trial. You will need to unlock 8 Master Ghosts. You can race against that phantom data while playing the Trial of Time. You can unlock Master Ghosts by defeating the Staff Ghost on each lap. Normal ghosts have "Nin★" written next to the name.

Select the single player mode (Single Player) from the main menu (Main Menu). Then choose the Time Trial game.

Choose any character. Since you need to race as fast as possible, choose the character and vehicle you feel most familiar with.
