The machine is still running Mountain Lion operating system 10.8.4 but not Maverick recently introduced by Apple, the company has not yet announced the policy to upgrade this operating system to be upgraded for the 2013 model of the company like last year or have to pay more to upgrade.
About the design, Macbook Air 2013 nothing changed compared to 2012 model. On the screen hardware of the machine has not been upgraded to Retina as expected of most users but still keep the resolution of 1440x900 pixels.
