The Gaixinh virus author will be administratively sanctioned
Department of Police investigation of economic crimes and positions (C15), Ministry of Public Security, concluded the case of Gaixinh virus (xrobot) not to the extent of criminal handling, so the records are transferred to the Inspection Department of the Ministry of Posts and Telematics Waiting for administrative penalty decisions.
C15 said that the person who caused the virus spread through Yahoo Messenger on April 10 had just violated the first time with the motivation and not bad purpose.Immediately after the incident, this person also had the sense of overcoming consequences and proved sincere and cooperated well with the investigation unit. Therefore, C15 only records minutes of administrative violations and transfers the Ministry of Post and Telematics to handle according to its competence.
The Ministry of Posts and Telematics Inspector affirmed that a sanctioning decision will soon be issued.According to the minutes, the person causing the case violated Point B, Item 6, Article 41 of Decree 55 / 2001NĐCP on the management, provision and use of Internet services. The penalty frame for this behavior is from 20 to 50 million VND."However, because the violator is not yet under the age of majority (18 years), the penalty will not exceed half the level applied to similar cases that are sufficiently mature", a representative of the Inspection Committee details reveal.
"This is the first time we have dealt with the virus writing incident and spread it online despite these behaviors for decades. In my opinion, dealing with virus cases is very reasonable. However, later If similar cases still occur, it is necessary to do very hard, 'commented Nguyen Tu Quang Polytechnic University's Network Security Center director.
According to the head of BKIS, virus analysis Gaixinh found that there were no deliberately destructive code but only the spreading factor. However, that doesn't mean there's no harm.It can cause a user's computer to behave unexpectedly, such as inserting a link during user conversations, consuming bandwidth and the potential for a destructive risk if its author want or be taken advantage of."I hope that this person will awaken and bring his experience and knowledge to work well for the domestic information technology," Mr. Quang hoped.
