Register directly with Youtube

Youtube does not currently offer their partner program in Vietnam but you can totally become their partner by transferring national information to countries with this partner program.

Step 1 : From the YouTube homepage interface, go to My Channel link > Video manager

Step 2 : You choose Channel > Advanced and proceed to change countries to the United States

Step 3 : You click on the Status and features and then proceed to verify the account

Step 4 : Click the Enable button in the Make Money section

So you have become a Youtube Partner. There are also a number of features that support posting videos, you should turn it all on.

Step 5 : Now that you have just completed the first step in the process of making money from Youtube, that is to register to become a partner of Youtube, to have money in your wallet, you need to register Adsense for your Youtube channel.
