The starting lineup isn't chosen randomly. Each starter Pokémon comes with a fixed set of 5 Pokémon. For example, when you choose Pikachu, you'll know all the other members of the team beforehand.

The first selection is completely free, and this is also the only time you can own a complete battle team without spending VP (Victory Points).
