Many manufacturers who want to customize ARM's design to better suit their products may also choose to purchase instruction sets of the license instead of purchasing the entire ARM kernel architecture.
Currently, Huawei has produced its own chip called HiSilicon Kirin but it has also been developed from ARM architecture. Therefore, to be able to design and manufacture chips, Huawei still needs ARM and license to use scripts.
And the fact that ARM stopped working would make Huawei use a completely different chip architecture on its international smartphones. Meanwhile, Huawei will develop its own chip that does not violate the intellectual property rights of all companies such as ARM, Qualcomm or Intel. This will cost the company tens of billions of dollars.
Even if Huawei continues to use the intellectual property in use, it still does not have access to ARM's new designs and technologies. This will make Huawei regress compared to other brands.
Huawei's new chip is expected to be integrated into its high-end smartphones in the near future, Kirin 985, which may not be affected by the ban. However, its next generation of chips has not yet been finalized, and without ARM's cooperation it is very likely that Huawei will have to rebuild the chip from scratch.
