Huawei's inclusion in the 'Entity List' means that US companies need to obtain a license to export any U.S.-origin technology to Huawei. However, the general license does not cover the supply of components for newly launched products, such as the Huawei P40 smartphone. So American companies need to apply for a personal license to work with Huawei, but the U.S. Department of Commerce has never issued such a license.
