By default, YouTube videos will only play at 480p resolution. If you want to watch the video in higher resolution, you'll have to manually customize it. Of course it will cause a bit of inconvenience for users, but not too serious.
Not only YouTube, other technology companies like Netflix, Amazon and Apple also reduce the quality of streaming services. However, most only apply in Europe, where the Covid-19 epidemic is outbreaking.
